JSA2026 NYS FY2026 Commonwealth Budget – Volume IX: Public Safety, Emergency Readiness & Border Integrity
📘 JSA2026 FY2026 Commonwealth Budget – Volume IX: Public Safety, Emergency Readiness & Border Integrity
Prepared by the Office of Jason S. Arnold – 2026 Gubernatorial Candidate, State of New York
This volume delivers a bold, people-first strategy to restore law, order, and readiness across New York — from violent crime zones and overwhelmed courts to border strain and emergency response collapse.
🚨 NY Shock Enforcement Zones (NSEZs)
Zero-tolerance patrol zones for violence, trafficking, and predation in key public areas.
- Deploy parole and state police task units to Times Square, Coney Island, transit hubs, border towns, and high-tourism corridors
- Use mobile command units with live surveillance, rapid response, and embedded judicial presence for fast-track arraignments
- Require daily public reporting of arrests, releases, and repeat offender status
🏥 Crisis Response Network (CRN)
End the cycle of 911-to-ER-to-nowhere for mental health and overdose calls.
- Launch regional CRN units with mobile detox, psychiatric, and domestic violence response personnel
- Integrate dispatch with health agencies, shelters, and law enforcement under county authority
- Repurpose vacant state properties into short-term crisis beds and transitional recovery housing
🧱 Commonwealth Border Integrity Act
Secure New York’s ports, bridges, and crossings with digital manifest enforcement and intel-led inspections.
- Deploy border task forces at Niagara, Champlain, Long Island maritime entries, and major expressway drug corridors
- Use thermal scans, manifest audits, and license plate tech to flag illicit cargo and trafficking operations
- Block state funds from sanctuary jurisdictions obstructing criminal detainer cooperation
🚒 Emergency Readiness Command Plan (ERCP)
Modernize emergency response across weather, terror, and mass casualty threats.
- Reorganize state readiness under a new Emergency Readiness Command chaired by the Lt. Governor
- Launch NY Ready App to deliver alerts, status maps, fuel/ration point locations, and live evacuation info
- Pre-authorize interagency compacts for mutual aid and budget unlocks during declared crises
⚖️ Real Consequences, Not Broken Promises
Fix bail, plea, and parole abuses that let predators walk while victims grieve.
- Enforce mandatory minimums for violent and repeat felonies — no plea down
- Require DAs to publish plea rates, bail decisions, and recidivism trends monthly
- Create Commonwealth Victim Advocacy Fund for legal and trauma support
💬 “Protect the People First” Pledge
Your safety is not negotiable. Your streets belong to you — not gangs, not fentanyl, not political cowards.
- Under JSA2026, we will prioritize safety over slogans and fairness over favoritism
- The rule of law will be enforced with compassion but without apology
📈 Results We’ll Deliver
- 40% reduction in violent crimes in NSEZ zones within 24 months
- 700+ new crisis response jobs across health and public safety sectors
- Elimination of FOIL backlog on DA plea deals, bail records, and border task force actions
🔚 Final Word from Jason S. Arnold
We don’t need more press conferences after the damage is done. We need a government that protects its people in real time. Volume IX is not politics — it’s protection. Under JSA2026, New York becomes a commonwealth where criminals lose power and families reclaim peace.
Volume X will focus on Housing, Land Use, and Rural Recovery to complete the series.
