As Governor of New York, I will make it clear that protecting animals isn’t just the right thing to do—it’s a core value of leadership. The abuse, neglect, or weaponization of wildlife law against compassionate citizens ends under my administration.
🔒 1. Permanent Criminal Penalties for Animal Abuse or Neglect
- Felony charges for any intentional abuse or fatal neglect of a domestic or wild animal
- Mandatory restitution to shelters, rescuers, or state agencies involved in recovery
- Lifetime ban from owning or harboring animals for convicted offenders
- Animal Abuse Registry to track repeat offenders and restrict animal access
🛑 2. State Prohibition on Seizing Wildlife Cared for by Humans
- End to the practice of seizing and euthanizing wildlife raised out of compassion
- Legal protection for individuals aiding wild or injured animals in good faith
- State partnerships with rescue networks for ethical care, not red tape
🔥 3. Arson and Animal Deaths
- Joint investigations into suspicious fires that kill animals
- Manslaughter charges for provable intentional neglect or setup
- State-funded veterinary care for animal fire survivors and their rescuers
📞 4. Whistleblower Protection for Animal Abuse Reports
- Anonymous reports via the JSA2026 Whistleblower Network
- Up to $2,500 rewards for tips that lead to arrests or rescues
- Mandatory audits for shelters and agencies accused of systemic abuse

- Emergency funding for sanctuaries and rescues
- Low-cost veterinary assistance in poor or rural areas
- Disaster-response grants for fire, flood, or blackout relief
