🔹 Summary
This Executive Order establishes state-level oversight and emergency powers to neutralize radical municipal overreach in New York City. It affirms the State’s legal authority to protect citizens from unconstitutional policies — especially in the event that a newly elected Mayor (e.g. Zohran Mamdani) attempts to reshape NYC in the image of failed models like London.

🔹 Provisions
1. Preemption of Municipal Overreach
The Governor shall immediately review and block any NYC regulation or executive action that:
- Restricts constitutionally protected speech or religion
- Levies ESG or climate-related fines on working-class residents
- Expands taxpayer-funded benefits to undocumented migrants without state oversight
- Creates digital surveillance or green-zone enforcement initiatives without due process
2. Mandatory Fiscal Impact Review
All NYC departments receiving state funds must undergo quarterly fiscal audits. Programs exceeding state-defined spending caps may have funds suspended or redirected to lawful alternatives.
3. Statewide Citizen Oversight Hotline
A 24/7 hotline and digital portal will be established where NYC residents can report local government abuses, discriminatory practices, or unconstitutional fines. Valid claims will trigger Inspector General investigation and public disclosure.
4. Suspension of State Funds to Noncompliant City Agencies
City agencies that ignore or defy state law (e.g. NYPD, NYC DOT, DOE) may face total or partial suspension of NYS reimbursements or grant allocations.
5. Deployment of State Police for Emergency Protection
In situations where NYC government fails to uphold public order or protect legal activity, the Governor may authorize deployment of NY State Police to restore lawful protection and prevent civil rights violations.
6. Anti-London Ordinance Watchlist
A state-level task force will monitor, flag, and challenge any NYC policy modeled after failed London-style programs — including:
- Speech restrictions on social media and in public spaces
- Congestion and climate fines with no opt-out
- Radical sanctuary expansions using state funding
- Surveillance and censorship partnerships with NGOs or global groups
