The Unity & Accountability Act protects peaceful demonstrators, campuses, houses of worship, and communities — but draws a hard line: if you destroy, harass, or hide behind a mask while attacking others, you’re not a protester. You’re a criminal.
🛡️ Key Provisions
Unified Crime Doctrine: Group accountability charges apply when masked or unidentified individuals commit destruction during protests.
Campus Vandalism = Felony: Defacing or destroying schools and universities during demonstrations triggers enhanced felony charges and restitution.
Identity Concealment Accountability: Criminal charges for masking/disguising oneself while committing crimes (including deceptive misuse of religious garb).
No Group Hate: Any act of harassment, intimidation, or violence targeting a community (Jewish, Muslim, Black, Asian, LGBTQ+, Catholic, Ukrainian, Russian, or any other) prosecuted under strengthened NY hate crime statutes.
Automatic Deportation Review: Non-citizens engaged in hate crimes or organized violence referred to federal immigration authorities for expedited review.
