The Every Child Empowered Act
Rebuilding and expanding beyond “No Child Left Behind”
Because in New York, failure in the classroom is failure of the system — not the student.
📌 Objective
To guarantee free K–College education access for underprivileged youth through localized reform and statewide unity — including a new, purpose-built campus in central New York designed to inspire students from all corners of the state with equal opportunity, equal drive, and real-world pathways to success.
📘 Key Provisions
🏫 1. New York State Empowerment Campus (NYSEC)
- Construction of a fully state-funded, centralized flagship university in a high-poverty region of central New York.
- On-campus housing, meals, mentorship, and degree paths for all accepted students.
- Open to students from all across New York — creating one unified student body for equal access and motivation.
🎓 2. Free College, Tech School & Trade Access
- 100% tuition-free higher education for qualifying low-income students at NYSEC or participating SUNY/CUNY campuses.
👨🏫 3. SUNY/CUNY Participation Mandate
- All public institutions must contribute a portion of revenue to the NYSEC fund.
- Every professor must volunteer one day/month at NYSEC or a designated outreach school.
💸 4. Tax Breaks for Education Donations
- 100% state tax credit for verified donations to NYS education causes.
- Tiered credits for corporate sponsorship of tech labs, housing, and tutoring programs.
🚨 5. Academic Emergency Teams
- Deploy tutoring teams and academic triage responders to struggling K–12 schools.
- Staffed by future NYSEC education majors, retired teachers, and certified volunteers.
🛠️ Enforcement & Implementation
- 2026: Choose campus location, launch fund, start building, activate tax credits.
- 2027: First 1,000 students enroll, SUNY/CUNY rotation begins, pipeline partnerships start.
- 2028–2029: NYSEC expands to 10,000 students, impact reports guide expansion.
